When users update plans that originated from ISPED, they may encounter some problems. This is because plans that originated in ISPED may not have all the components required to draft or activate a plan in eCSSS.

What is a Proxy Referral?
In ISPED, numerous documents were created without links to other important documents (e.g., IEP was not linked to the RFE). These unlinked records became problematic when they were moved into eCSSS, which requires that all documents have a referral.
Proxy referrals are “placeholders” for ISPED documents that were unlinked at the time they were copied into eCSSS. Proxy referrals are found on the Referral tab of the Student Profile and are identified by one of the following dates:
01/01/1900 – Replaced invalid dates entered in ISPED that eCSSS will not accept.
01/01/1901 – Given to dateless documents from ISPED if the date is required in eCSSS.
01/01/1911 – Given to proxy referrals for unlinked documents that migrated from ISPED’s Archive view.
02/02/1922 – Given to proxy referrals for unlinked documents that migrated from ISPED’s Recent view
View All Referrals
Active plans are on the Referral tab. However, if you cannot find what you are looking for, select View All Referrals. All referrals will be displayed, including proxy referrals that contain older plans.
You may need to expand each proxy referral until you find the appropriate document (e.g., until you find the appropriate IEP).
